APRON MANAGEMENT PROCEDURE

  1. The proper enforcement of the procedure rests with a duty officer responsible for the apron management.
  2. The administrator does not appoint a ground traffic coordinator.
  3. At the aerodrome, one PPS 1 apron was designated (marked No. 8 on the development plan). The apron has an artificial surface and is located on the north-west side of the aerodrome.
  4. Standard taxiways to PPS 1:
    • When performing operations on DS-1:
      • a) At the end of the landing roll at the 28R threshold, taxi along the extended artificial surface to its end, then turn to DK A, taxi up to DK G, and then taxi along it westwards to PPS 1, or;
      • b) Turn to DK B, taxi up to DK G, then taxi along it westwards to PPS 1;
      • c) Using DK C, taxi up to DK G, and then taxi along it westwards to PPS 1;
      • d) When finishing the landing roll at the 10L threshold, turn to DK D and taxi along it to PPS 1, or;
      • e) Taxi along the extended artificial surface to its end, then turn to DK E and taxi along it to PPS 1.
    • When performing operations on DS-2:
      • a) At the end of the landing roll at the 28L threshold, using caution, taxi onto DS-1, then turn right and taxi along the extended artificial surface to its end, turn onto DK A, taxi up to DK G, and then taxi along it westwards to PPS 1, or;
      • b) With caution, taxi through DS-1 to DK B, taxi up to DK G and then taxi along it westwards to PPS 1;
      • c) Using DK C, with caution, taxi through DS-1 onto DK C, taxi up to DK G and then taxi along it westwards to PPS 1;
      • d) At the end of the landing roll at the 10R threshold, with caution, taxi through DS-1 onto DK D and taxi along it to PPS 1, or;
      • e) With caution, taxi onto DS-1, then turn left and taxi along the extended artificial surface to its end, turn onto DK E and taxi along it to PPS 1.
  5. During taxing, it is forbidden to enter and intersect DS-1 if any aircraft is on it or approaching to land.
  6. The PPS 1 apron and aircraft stands on it are allocated by the Training Manager or a person designated by the Administrator. The allocation of aircraft stands takes place after taxing up to PPS 1.
  7. After reaching the apron, an aircraft, in accordance with the instructions of the Training Manager or a person designated by the Administrator, taxis along the yellow lines to the designated spot.
  8. Each aircraft must maintain a distance of at least 3 m from another aircraft next to it.
  9. Only persons wearing high-vis vests may be on the apron with the consent of the Administrator. This does not apply to persons getting on and off an aircraft.

INSTRUCTIONS FOR VEHICLES AND PEDESTRIANS MOVING AT THE AERODROME

  1. The proper enforcement of the procedure rests with a ground handling officer designated to direct the traffic of vehicles and pedestrians at the aerodrome.
  2. Outside persons who are not familiar with the rules and regulations of air traffic are assigned a ground handling officer while moving around the aerodrome.
  3. Vehicular and pedestrian traffic should take place at the edge of the aerodrome or according to the instructions given by a ground handling officer to direct traffic at the aerodrome. Persons in the movement area must have contact with an officer designated to be contacted by the Administrator.
  4. The aerodrome is marked with information boards prohibiting the entry of vehicles and outside persons to the aerodrome.
  5. Pedestrian traffic::
    • Pedestrian traffic in the movement area is prohibited, except for persons staying in strictly defined parts of the movement area performing technical and maintenance work of the aerodrome infrastructure and other activities related to aviation activities, in accordance with the procedures described in the INOP instructions.
    • Access to the movement area is available only to the above-mentioned persons as well as those authorised to operate aircraft and taking part in aerodrome operations.
    • When heading to the landing area, proper care should be maintained while observing the landing area and the space around the aerodrome.
    • Outside persons may only move around the aerodrome accompanied by a ground handling officer to direct traffic at the aerodrome or an authorised employee designated for that purpose.
  6. Vehicular traffic
    • Vehicular traffic may take place on the edges of the aerodrome outside the landing area.
    • The necessary movement in the landing area should be made using the shortest possible routes with proper caution and observation of the landing area and the space around the aerodrome.
    • Guidelines and instructions given by a ground handling officer must be followed at all times.
    • At the aerodrome, general rules of road traffic, with significant speed limits, apply to all wheeled vehicles.
    • The permissible maximum speed of vehicles on the runway and taxiway is 30 km/h. The speed limit does not apply to rescue and fire-fighting vehicles during a rescue operation or in other emergency situations.
    • Rescue and fire-fighting vehicles that take part in a rescue operation take precedence over other road users at the aerodrome.
    • Before entering the movement area, vehicle drivers are required to activate the flashing orange light on the vehicle and low beam headlights. In the absence of a flashing beam – hazard warning lights should be turned on.
    • The speed of vehicles in the vicinity of an aircraft must not exceed 10 km/h.
    • The driver of a vehicle should maintain a distance of at least 3 m from a stationary aircraft with switched-off engines, except when this is necessary for the operation of an aircraft.
    • It is forbidden to drive vehicles in front of and behind an aircraft whose engines are running.
    • The movement of any vehicles in the vicinity of the hangar is prohibited during:
      • the movement of an aircraft on its site;
      • running or starting the engines of an aircraft on its site
    • A vehicle stationary in the movement area must be under the constant supervision of the driver who ensures immediate departure from the parking spot.
    • An aircraft takes precedence over vehicles operating in the movement area.
    • The movement of vehicles not related to flight and aerodrome operations is carried out on the principles described in the INOP instructions.
  7. Movement of vehicles not related to aerodrome and flight operations:
    • Vehicular traffic in the movement area during the opening hours of the aerodrome may be performed only in connection with flight operations.
  8. Rules of enforcement and control of vehicle drivers.
    • A person appointed by the Administrator issues guidelines and instructions to vehicle drivers which must be followed while performing any manoeuvres. Enforcement resulting from non-compliance with the instructions is carried out depending on the entities the guidelines relate to. In the event of a violation of the guidelines given by employees, the first step is to draw attention to the irregularity performed. Ignoring the request results in employee consequences specified in the Labour Code. Failure to comply with the instructions by colleagues results in consequences resulting from the cooperation agreement. Continued failure to comply with the requirements for proper movement around the aerodrome forces reporting the case to the Civil Aviation Authority as a violation of aviation regulations. Failure to comply with the guidelines by other persons will be considered on the basis of article 210 subpoint 7 of the Aviation Law Act.

AIRCRAFT REFUELLING INSTRUCTIONS

Aircraft refuelling at Kąkolewo aerodrome takes place at a designated spot in front of the fuel station using an electronic device – a smart payment terminal.

In order to refuel an aircraft:

  1. Open the shutter of a proper distributor;
  2. Attach the grounding cable;
  3. Select the appropriate distributor on the smart payment terminal;
  4. Confirm the method of payment on the smart payment terminal – a payment card or a fleet card;
  5. In the case of using a payment card:
    • enter identification data on the smart payment terminal,
    • estimate the amount of fuel needed and block the required amount of financial resources in the account,
    • take the fuel nozzle,
    • refuel the aircraft,
    • reposition the fuel nozzle,
    • collect a fiscal receipt confirming the transaction;
  6. In the case of using a fleet card:
    • identify the card on the smart payment terminal by bringing it closer to the reader,
    • take the fuel nozzle,
    • refuel the aircraft,
    • reposition the fuel nozzle,
    • collect a non-fiscal receipt confirming the transaction;
  7. Wind down the fuel hose;
  8. Disconnect and wind down the grounding cable;
  9. Close the distributor shutter.
